Navarre for Hurlburt Field Commuters: What Buyers Should Compare

Last verified: October 26, 2026

Navarre can make sense for buyers working at Hurlburt Field, but the decision should not be based on a generic online commute estimate.

For a Hurlburt commuter, the exact home location, access to U.S. Highway 98, reporting time, base gate, traffic pattern, insurance costs, flood exposure and neighborhood priorities can matter as much as the house itself.

The best test is simple:

Before making an offer, drive from the actual property to the Hurlburt gate you expect to use at the time you normally report for work.

That tells you considerably more than checking a map at 2:00 on a Saturday afternoon.

Navarre-to-Hurlburt Buying Checklist

What to Compare Why It Matters
Exact house location Navarre covers a large area
Neighborhood exit Getting to U.S. 98 can add meaningful time
Hurlburt gate Your route may depend on where you work on base
Reporting time Traffic at 5:30 a.m. can be different from 7:30 a.m.
U.S. 98 congestion This is the primary east-west corridor toward Hurlburt
Flood and evacuation zones They are separate property considerations
Insurance quotes Costs can vary substantially by property
School attendance zone Verify the individual address rather than assuming
HOA/community rules Amenities and restrictions vary by neighborhood
Second household commute A spouse may be traveling toward a different employment center
PCS/resale plans Think beyond just today's commute

1. Start With the Actual Hurlburt Gate, Not Just “Hurlburt Field”

Military OneSource identifies Hurlburt Field's main entrance on U.S. Highway 98, the primary corridor connecting Navarre toward the installation.

It also currently reports an average daily Hurlburt population of more than 22,000 people and states that there is no installation-wide base transportation system.

For an off-base buyer, that makes transportation a real housing consideration.

Do not simply search:

“Navarre to Hurlburt Field.”

Instead compare:

specific house → neighborhood exit → U.S. 98 → actual gate → work location

Two Navarre homes with the same ZIP code can produce noticeably different daily routines.

2. Test the Commute at Your Real Reporting Time

This may be the most important step.

A route that looks comfortable during a weekend showing can behave very differently during a weekday commute.

Traffic can be affected by:

  • Hurlburt shift and reporting times

  • Normal commuter volume

  • School traffic

  • Crashes

  • Road work

  • Tourist-season traffic

  • Gate backups

  • Weather

  • Where the property enters U.S. 98

If your schedule changes frequently, test more than one time.

For example, someone who normally reports before the traditional morning commute may have a very different experience from someone entering the installation during the busiest portion of the morning.

The 5-Day Commute Test

Before buying, check the route on several weekdays using your expected schedule.

Better yet, physically drive it at least once.

Record:

  1. Time leaving the driveway

  2. Time reaching U.S. 98

  3. Time reaching the gate

  4. Time actually reaching your work area

  5. Afternoon return time

That turns “the commute doesn't look bad” into actual information you can use.

3. Do Not Assume Future Highway Projects Will Fix Your Commute

This matters in 2026.

Hurlburt Field and regional transportation officials held a transportation roundtable in August 2026 specifically addressing Highway 98 congestion.

Projects discussed included planned widening of Highway 98 between Hurlburt Field and State Road 87, the proposed Navarre Community Access Road, improvements around the Highway 98/SR 87 intersection, collector-road connections and future improvements near Hurlburt.

Those projects could affect transportation over time.

But a buyer should not purchase a home today based on an assumption that a proposed or planned road will solve tomorrow's commute.

Buy based on the transportation network that exists when you purchase. Treat future improvements as potential changes, not guarantees.

4. Compare the House's Location Within Navarre

“Navarre” is not one neighborhood.

Buyers will encounter established communities, newer subdivisions, HOA communities, waterfront properties, homes closer to U.S. 98 and homes deeper inside residential areas.

That creates a tradeoff.

A house farther from Highway 98 may give you something you value more, such as:

  • Larger lot

  • Quieter street

  • Particular floor plan

  • Community amenities

  • Newer construction

  • More separation from commercial areas

But those benefits should be compared against the additional daily drive.

For someone commuting five days per week, an extra few minutes leaving the neighborhood gets repeated hundreds of times per year.

That deserves more weight than it receives during a 30-minute home showing.

5. Holley by the Sea Requires an Especially Property-Specific Commute Check

Holley by the Sea is one of Navarre's largest established residential communities and commonly comes up during Hurlburt-area home searches.

But the community covers a large footprint.

That means buyers should not treat:

“Holley by the Sea to Hurlburt”

as one commute.

Test the actual home.

A property can offer the lot size, recreation amenities and home style you want while creating a different drive than another property elsewhere in the same community.

The subdivision name gets the home onto your shortlist.

The driveway should determine the commute.

6. Check Flood Zone and Evacuation Zone Separately

This is another area where Navarre buyers should avoid assumptions.

Santa Rosa County specifically distinguishes flood zones from evacuation zones.

They measure different risks.

A property can be outside one type of zone while still being affected by the other.

Before making an offer, verify the exact property and investigate:

  • FEMA flood designation

  • County evacuation zone

  • Prior flooding information when available

  • Elevation considerations

  • Drainage around the property

  • Flood-insurance requirements

  • Actual insurance quotes

Do this at the parcel level.

“It's in Navarre” is not a flood-risk analysis.

7. Get Insurance Numbers Before Falling in Love With the Payment

For military buyers using a VA loan or any other financing, the mortgage payment is only part of the monthly ownership cost.

Compare:

principal + interest + property taxes + homeowners insurance + flood insurance when applicable + HOA costs + expected maintenance

Two similarly priced Navarre homes can produce very different monthly ownership costs.

Insurance should be investigated early enough that it can influence which home you choose.

Do not wait until you're days away from closing to discover the real number.

8. Verify School Assignment by Address

If school assignment matters to your household, verify it through Santa Rosa County's current attendance-zone resources.

The county's GIS system provides address-level school attendance-zone information.

Do not rely solely on:

  • A listing portal

  • What the seller remembers

  • What a neighbor tells you

  • An old real estate listing

  • The name of the subdivision

Attendance boundaries can change.

Buyers should research the assigned schools and evaluate them based on their own household's priorities rather than assuming that one area or school is automatically the right choice.

9. Compare Both Adults' Commutes

This gets overlooked constantly.

A Navarre home may work beautifully for the person assigned to Hurlburt while creating an inconvenient commute for someone working toward Pensacola, Fort Walton Beach, Eglin AFB or another employment center.

Before deciding that a location is “close to work,” map both routines.

Household Situation What to Test
Hurlburt + remote worker Base commute and home-work needs
Hurlburt + Pensacola commute Both eastbound and westbound routines
Hurlburt + Eglin/FWB commute Each person's actual destination
Two Hurlburt commuters Reporting times and gate needs
Shift worker Early morning, afternoon and overnight patterns

The best home location is sometimes a compromise between two commutes rather than an attempt to minimize only one.

10. Think About Your Next PCS Before You Buy

Military buyers frequently have another variable that civilian buyers may not:

How long will we own this house?

Nobody can reliably predict what a property will sell for when your next orders arrive.

Instead, consider characteristics that may matter to future buyers:

  • Practical location

  • Functional floor plan

  • Property condition

  • Parking and garage space

  • Insurance affordability

  • Flood exposure

  • Neighborhood restrictions

  • Access to major roads

  • Major system age

  • Overall ownership cost

Do not purchase a property solely because it works with today's BAH or because you assume it will become a profitable rental later.

Evaluate the property as a home first and make future sale or rental decisions using the rules and market conditions that exist at that time.

So, Is Navarre a Good Choice for a Hurlburt Field Commuter?

It can be.

Navarre can appeal to Hurlburt buyers who want a residential community west of the installation while maintaining access to beaches, established neighborhoods, newer construction and a range of housing options.

But the right question is not:

“Is Navarre close to Hurlburt?”

The better question is:

“Does this specific Navarre home create a commute and ownership cost that work for my household?”

That is a much more useful way to buy.

Before Making an Offer on a Navarre Home

Use this final checklist:

  1. Drive the property-to-gate commute at your normal reporting time.

  2. Calculate the time from the driveway, not from “Navarre.”

  3. Identify which Hurlburt gate you expect to use.

  4. Check current U.S. 98 traffic patterns.

  5. Do not depend on proposed road improvements.

  6. Obtain homeowners and flood-insurance quotes when applicable.

  7. Verify both flood and evacuation zones.

  8. Verify school attendance zones by property address if relevant.

  9. Review HOA documents and costs when applicable.

  10. Compare the second household commute.

  11. Consider your likely ownership horizon and next PCS.

  12. Compare the total monthly ownership cost, not only purchase price.

Final Thought

A great house with a commute you hate can stop feeling like a great house surprisingly quickly.

For a Hurlburt Field buyer considering Navarre, commute testing should happen before the offer, alongside the inspection, insurance research, flood review and community comparison.

Emerald Group, Brokered by LPT Realty works with buyers across Navarre and the Hurlburt Field area and can help narrow the search based on the actual property, commute, budget and ownership priorities rather than relying on a generic mileage estimate.
